Skull Valley Loop Challenge

Fall is coming to Prescott as are hundreds of bicyclists as we ready our town for the 2015 Skull Valley Loop Challenge. This is Prescott Alternative Transportation’s (PAT) annual 54-mile road cycling event happening Sunday, September 20. The ride starts at 7:30 AM at the Prescott Courthouse Square. Riders are coming in from all over the Southwest and as far away as North Carolina.

City of Prescott Needs to Improve Crosswalk Safety

Citing an incident August 5 in which a motorist struck and severely injured a pedestrian at the intersection of Gurley with Granite, PAT has called on the city to take action to improve safety in downtown crosswalks. If we are going to invite people to come here and walk around the historic district, we ought to make it safe for them to do so.

The fact that the motorist in this particular case may have had cognitive issues does not mean there is nothing the City can or should do. The underlying cause is that the motorist had a green light at the same time the pedestrian had a "walk" signal.

Anyone who walks in downtown Prescott can tell you there is a problem with motorists not yielding to pedestrians in crosswalks. If we cannot rely on motorists to exercise appropriate judgment in this situation, we need to take the decision out of their hands entirely.

One possible approach would be to implement entirely separate signal phases for pedestrians and motorists at downtown intersections. This might take the form of a "scramble" phase, in which pedestrians could cross in any direction, including diagonally.

A "scramble" signal phase would also increase the visibility of pedestrians, reinforcing the perception that public spaces belong to everyone, not just motorists.

PBAC Working Group Wrapping Up

After nearly eight months, a working group selected by Prescott Councilwoman Jean Wilcox to recommend alternatives for a proposed bike touring route through Prescott and to lay the groundwork for a more permanent pedestrian and bicycle advisory committee is completing its tasks. The working group will meet again Thursday morning, September 10 to adopt final reports on:

• alternative routing for the proposed Adventure Cycling "Route 79," for which the City has agreed to pay for wayfinding signage,
• revisions to a draft update of the 2003 bicycle and pedestrian master plan, to be incorporated by reference into the City's general plan, and
• a draft charter of a standing bike/ped advisory committee, which would provide ongoing guidance to the Prescott Public Works department and to the Prescott City Council on issues affecting safety, accessibility, and connectivity for cyclists and pedestrians.

As chair of this working group, I anticipate meeting with the incoming mayor and council in coming weeks to urge them to adopt these reports.

The Future is What You Make It

We are at a crossroads.

For several years, PAT has received a substantial portion of its funding from federal highway grants, earmarked for our Safe Routes to Schools programming in elementary schools. That funding will disappear December 31, and PAT will face some hard choices.

We want you, our stakeholders, to participate in making those choices.

We expect to rely much more heavily on volunteers. We expect to tighten our focus on advocacy and to target our education efforts more toward adults. We expect we may have to give up the storefront.

But we also intend to treat this as an opportunity to build community, to strengthen our alliances with other local organizations that share some of our policy concerns. This is where you come in.

The PAT board will be having its annual retreat early this year, in October rather than December. The future of this organization after Safe Routes grant money runs out will be high on the agenda.

The board will be inviting selected stakeholders to participate in this conversation, but we want to launch the discussion ahead of the retreat. We want to sit down with some of you, face to face, to hear your thoughts about what the future of bike/ped advocacy in central Yavapai County should look like.

We will be scheduling a number of focus groups toward the end of September, first couple of weeks of October. We have some names, but we may not have yours. If you are interested, please drop me an e-mail: rawillis3{at}juno.com.
